It is assumed that the interconnect provider will only be needed when #interconnect-cells property is present in the bus DT node, hence the child device will be created only when such a property is present. Please note that the 'interconnect-names' property is not needed when there is only one path in 'interconnects', in which case calling of_icc_get() with a NULL name simply returns the right path.
