Fix up the TIOCMGET, TIOCMSET and TIOCGICOUNT helpers which returned -EINVAL when a tty driver did not implement the corresponding operations. Note that the TIOCMGET and TIOCMSET helpers predate git and do not get a corresponding Fixes tag below.
