v4l2 compliance expecting settings for out buffer only and the same
 values will be propagated to capture buffer setting by h/w encoder .
 settings on cpature plane are optional , required only if
 offline-encoding supports.

 error details : fail: v4l2-test-formats.cpp(1350): !ret
