Turn CBF into the interconnect provider. Scale CBF frequency (bandwidth)
according to CPU frequencies.

I presume CPUfreq will error out during probe with -EPROVE_DEFER.

The CBF clock is set high during init. It is then lowered by using the 
icc/bandwidth.

There is no separate interconnect driver, it is provided as a part of 
this driver. And I didn't want to select INTERCONNECT.
