Add the Global Clock Controller for SM7150.

Changes in v2:
- Dropped redundant "binding" in subject
- Fixed yamllint and dtschema errors
- Replaced additionalProperties with unevaluatedProperties
- Added Danila and David to maintainers
- Added Konrad Reviewed-by on patch 2
