Always include necessary headers explicitly, to avoid
when refactoring unrelated ones:

  hw/vfio/common.c:1176:45: error: implicit declaration of function ‘tcg_enabled’;
   1176 |                                             tcg_enabled() ? DIRTY_CLIENTS_ALL :
        |                                             ^~~~~~~~~~~
