   Note, the arg order irq,cpu got swapped. [Eric]

 - make enable_defaults a common op [Eric]

 - split lib/arm/gic.c into gic-v2/3.c [Eric]

thoughts about the inline wrappers though, instead
making the structs constant and finding another way
to assert if gic_init wasn't run before using a
common function.

I'm not sure I feel strongly either way about it
though... If you'd like I'll take the time to
change things to see which is better.
