Here the highest_perf and nominal_perf will reuse the perf values where they should be correctly initialized. In this function, we would like to focus on to use highest perf or nominal perf for boost control. The AMD_CPPC_MAX_PERF should be used when driver loading to set actual highest_perf value as required. Here I would like avoid to make the highest perf value changed. Boost control only switch the two perf value highest_perf vs nominal_perf as user request.
