1. Make test_vxlan_nolocalbypass.sh uses ip -j JSON output.
2. Make sure that vxlan nolocalbypass tests pass with the upstream iproute2.

This is version 0. As suggested in the mailing list, fix tests
after the change to iproute2 is accepted.
