Add initial Pin Function Controller (PFC) support for the Renesas R-Car
S4-8 (R8A779F0) SoC, including bias, drive strength and voltage control.

Based on a larger patch in the BSP by LUU HOAI.

  - Fix whitespace in Makefile,
  - Remove GPIO and No-GPIO pins, pin function definitions, and
    registers that can only be accessed from the Control Domain.

This depends on "[PATCH 01/10] pinctrl: renesas: Remove unused pfc
parameter from .pin_to_pocctrl()"[1].

Changes compared to the BSP:
  - Remove GPIO and No-GPIO pins, pin function definitions, and
    registers that can only be accessed from the Control Domain,
  - Sort PINCTRL_PFC_R8A779F0 config entry,
  - Replace "R-Car S4" and "S4" by "R-Car S4-8",
  - All non-GP pins with pull-up capabilities support both pull-up/down,
  - Remove nonexistent "PRESETOUT#" pin,
  - Handle functions that can appear on multiple pins:
      - R-Switch2:
	  - Add B-suffixes to some TSNx on GP_3_x,
	  - Add TSNx_A on GP_0_x and GP_1_x.
  - Rename the MOD_SEL1_* definitions, to match the bitfield order in
    IPxSRy_* definitions and in MOD_SEL* definitions in other drivers,
  - Replace "PINMUX_IPSR_PHYS_NOFN(y, z)" by "PINMUX_IPSR_NOFN(GP1_x, y,
    z)", as I2C requires GPSR1[x] to be configured for peripheral mode,
  - Add comments to sentinels,
  - Remove unused pfc parameter from .pin_to_pocctrl(),
  - Rename pinmux_ops to r8a779f0_pfc_ops,
  - Drop adding PINMUX_IPSR_PHYS_NOFN(),
  - Whitespace fixes.
