The next patches has libiscsi use the blk/scsi mq scsi cmd preallocation callouts to allocate the iscsi_task and the LLD's per task data so libiscsi does not have to add extra locking to manage it's cmd pool for scsi cmds. This means we need to separate the itt allocation and lookup from the task allocation. In this patch we just use a sbitmap.
