Each bit in the IPROC_GPIO_OUT_EN_OFFSET register specifies one gpio line. And each bit represents whether gpio is in INPUT or OUTPUT. 0 - means INPUT 1 - means OUTPUT. It doesn't support other modes like GPIO UNUSED or any other function.
