* removed "api: ipsec: add capability for max packets per result event" from
  the set while we decide if result event are changed to packets
* updated max_cls_cos documentation with CLS capability (Bill)

Now that api-next has been re-sync'd with master we need to clear out
the reviewed patches that were pending the release of v1.15.
