I'd like Barry's input on this part because my understanding is that given
the complexity of the traffic manager this "dead" code was extremely useful
in debugging it and I can well imagine it would be useful for ongoing
maintenance. Having code that is executed conditionally based on debug
switches doesn't seem inconsistent with ODP design goals.
