As a general comment, I'm not sure why this patch is needed. We had this terminology discussion over the Summer and the consensus was that saying the buffers have size while packets have length was a useful distinction to reinforce the notion that buffers and packets are different object types. What's changed since then? Perhaps this terminology stems from calling odp_buffer_pool_create() and having one of the arguments be buffer_type? Clearly using these terms one can only conclude that packets, timeouts, and raw buffers are all types of buffers (the API says as much). I don't see anything wrong with saying that. What's confusing is to say they are types of buffers in one place and then insist that they are not elsewhere.
